The Research Of Administrative Accountability System In Chinese Universities

"The college leaders" in this thesis mean individuals represented by party committee and the principal with the leadership. The Administrate Accountability System is a system that leaders shall be investigated for responsibility by certain subject, and beard the consequences, when Leading cadres failed to perform their duties, or in the course of their duties abuse administrative power, violated the legal duties and obligations and then caused heavy loss. The essence is a kind of accountability mechanism and the responsibility way, reflects the responsibility in the process the relationship between different subjects.Judging by the present situation, internal studies on accountability mainly focus on construction of officers accountability in area of administration and research on construction of university accountability remains scarce and deficient. The university accountability research becomes a front topic and it is also an interdisciplinary study covering political science, legal science, public management science, etc. It is imperative under the situation to establish university accountability. Research on the construction will be with distinct nature of the times and forward-looking.This thesis presents research background, the significance and status of the Administrate Accountability, and also makes the limits to the concept and connotation of it. On this basis, the thesis emphasizes analysis of the particularities from three perspectives:the multiplicity of subjects of accountability, the fuzziness of the content of accountability, and the interlacement of the object of accountability. These dimensions should be taken into consideration in the establishment of administrative accountability system. Finally, propose countermeasures and make suggestions aiming at difficult point of university accountability construction. The main contents are as the following:Strengthen the accountability efforts of subjects, perfect the content of accountability, clarify the path for object. This is key elaboration part of this thesis. It also will be emphasized as the main innovation of this thesis.
