The personnel system is a management system with specified professional employees as its target group. The personnel management system launches in two dimensions. First of all, it is the system itself, including the form and content of the system, but this is not the purpose of the system; Secondly, the management target group, namely the features of management target group. These two dimensions are closely related, since the components of the personnel management system are closely related to the features of the management target group itself, especially to the nature of the occupations, such as the job description & qualification of the target group, and the eligibility and evaluation criteria on administrative staff, and the incentive system, etc. The administrative staff system of university is a type of modern personnel system, with the administrative employees as its target group. From the sense of this point, the reform of the administrative staff system of university, as the innovation of the administrative staff system of university, is not only simply a process of constructing a certain type of personnel system as a form, but also in the process of re-positioning of the professional status of the administrative staff. In other words, it is basically to meet the demands of transformation of professional status of the administrative staff, and to re-positioning their professions. These are the rationale and analytical tools of this dissertation while studying the administrative staff system reform of university.How to position the occupation or profession of the administrative staff of university? This is the question requiring answer firstly when constructing the administrative staff system of university. Starting from the origin of administrative group of university and its developing process, this dissertation shows its different features in different period of time of both in China and western counties, taking the view of regarding administrative staff of university towards specialty as the inevitable trend of historical development. It's shown in this dissertation that the professions of administrative staff of university, as a type of professional group, has its specific implication, and it did not emerge together with the administrative staff in the history, not mention the structuring of professional administrative staff. The process of the administrative professions of university developing from amateur to professional, to the final specialization development requires a certain system space and social space. That's to say, the professional development degree of the administrative staff of university is closely related to the following factors: the social division of labor, the changes in the scale of organizations in university, the distinction of administrative powers and the authority of the faculty, the development & division of management knowledge and cultural traditions, which are also the root of the differences between the east and west regarding the professional development degree and positioning of administrative staff of university.Due to the constraints of the special historical traditions and socio-political & economic conditions, the positioning of the administrative staff of university in China, was vague, even confused, demonstrating the double features as government "officials" and university faculty. The reason was that the administrative staff of university had not been regarded as specialized professions'takers in the traditional status society, resulting in management systems absent from their duties. Traditionally, the internal management system of university mixed two systems: externally, unanimous to the management system of the national party and government cadres (that is now what is called the state civil service system); internally, similar to the management system on faculty (that is, professional titles system of university faculty). With the establishment of the market economic system and the transformation from traditional status society, the grade social to a modern society and the development of higher education, the return of the logic of university, the management system of positioning by status but professions encountered difficulties. Therefore, it is necessary to study the professional features of administrative staff of university, to position the professions correctly, to innovate the management system, providing the guarantee for positioning of the professions of the management staff of university. The features of the administrative staff of university in America, together with its construction of management system are the important guarantee of its harmonious organization and high efficiency. In Japan National University, the transformation of the professional status of administrative staff of university and the reform of the personnel system are also in the direction towards professional development in the reforming process of corporate-university. The comparative study on professional positioning features and management system arrangements of administrative staff of university in these two countries are the cases, which draw a useful inspiration for the system reform on administrative staff of university in China. Based on the comparative study and historical analysis, it is put forward the positioning----professional occupations, of the administrative staff of university in China in the set of new situation. Answering the features of the trend, there is the administrative staff system that is a package of human resource management system of the administrative staff of university. It differs from the traditional "political" and "administrative" of the cadre management system, and also is different from the academic professional management system of faculty, but a new system of administrative staff of university is consistent with the profession features of them. The components of the ideal system of administrative staff provide various guarantees separately, for the positioning of specialty professions for the administrative staff of university. The components are: the job classification system, qualifications system, the selection and appointment system, the evaluation system, the incentive systems, and the training systems, etc.After the study on the construction and the practice of administrative staff system of university, this dissertation holds the view that the construction towards specialization of administrative staff system of university is far from enough, although it has been shaping. Mainly, the classification of the administrative staff is flawed, the appointment system, the training system, and the promotion evaluation system, etc, all these specified systems which are on the basis of the classification system, can't meet the demand of construction of specialization. In order to cure these deficiencies and better the administrative staff system of university in China, there are two ways of improvement. The construction towards to specializations should be strengthened. And, the external environment should be provided to implement smoothly the administrative staff system and to fulfill the specializations of them. Finally, a comprehensive vision on the future development of the administrative staff system reform is provided in this dissertation.
