Research On Education Accountability System Of Singapore University

The Singapore government has always placed higher education in an important position to promote the goal of national construction and economic development.Autonomy Reform of the Universities in Singapore is an important measure for the Singapore government to improve the efficiency and effectiveness of the university.In order to ensure the quality and improve the efficiency of higher education,prevent abuse of power,universities must strengthen supervision of universities while autonomy,and educational accountability system emerges as the times require.Accountability is not only an administrative means,but also a social governance mechanism rooted in social responsibilities and obligations.With the advancement of the wave of democratization in Western education,the accountability system for higher education has become a hot issue in the development of higher education in the world.This research uses literature,historical analysis and comparative research to analyze the implementation of the educational accountability system of the Singapore Autonomous University and summarize its experience and enlightenment.In addition to the introduction,the research is divided into four chapters.The first chapter analyzes the background and content of university autonomy reform.On this basis,it discusses the emergence of Singapore University education accountability system and the construction of new quality guarantee mechanism.The second chapter clarifies the operational framework of the Singapore University Education Accountability System.The operational framework consists of three parts: policy agreement,performance agreement and after-the-fact accountability.Chapter three lists the specific practice of implementing educational accountability system in three autonomous universities of Singapore National University,Nanyang Polytechnic University and Singapore Management University.The three autonomous universities are different in terms of the construction of teaching staff,the quality assurance of teaching and research,and the establishment of internal accountability institutions.At present,the establishment of higher education accountability system in China is controversial,but there is no doubt that the establishment of higher education accountability system in China has a realistic and urgent need.Therefore,in the fourth chapter,combining the experience of Singapore's higher education accountability system,the construction of higher education accountability system in China is discussed from the aspects of perfecting the legal accountability system,realizing the equivalence of power and responsibility,promoting the independent running of universities and paying attention to the guarantee of education quality.
