In recent years, the frequent school safety accidents in primary and middle schools have made school safety become the focus of social concerns. This practical research was done in a primary school in Shanghai in order to develop a set of school-based curriculum on school safety education for junior students in the primary school.The research was carried out in the general framework of curriculum development in four phases. The first phase was a preliminary study which included analysis for school and current safety education. Through teaching observation and interview, the author explored the school safety knowledge of the students and the situation of practical school safety education. The results shows that the current education is formed with various contents and teaching methods in spite of some deficiencies. The focus of the research was the improvements on precise and explicit topics, layered curriculum planning and behavior-oriented education.Based on preliminary study, the second phase was curriculum design that included the type, goal and contents of the curriculum. The curriculum included four courses. The first was corridor and stairs safety, the second safety protection when crowded, the third self protection when falling over, and the last emergency evacuation. There were detailed topics, tasks, goals, contents and evaluation, as well as the remarks on special questions, in every course.The third phase was implementation with details of the form, the target and teachers. The main methods were teaching, discussion, group training, behavior training and simulation exercises. The researcher finished the curriculum in Grade 2 of the school for one and a half month as a teacher. Teaching cases presented the circumstances and the records of practical teaching process.The last was the evaluation with CIPP model, including context evaluation, input evaluation, process evaluation and product evaluation. It is found that course objectives, course organization and classroom teaching matched the basic requirements of curriculum development, which included reasonable course objectives, good classroom teaching and practical curriculum program. Written and behavior tests show that the curriculum has improved declarative knowledge and procedural knowledge on school safety, but in-time review is necessary for long-term effect. Students'safe behavior increased in the proportion through the daily behavioral evaluation. The course is proved popular by subjective feedback from students while deepen understanding of course objectives is necessary.School-based curriculum on school safety education needs to be consistent with the law of students' cognitive and psychology development and be combined with the practice of school in order to guarantee the effect of education.
