In the past ten years curricular reform of schooling education in China has been a hot spot of educational reform. It has gone through uncountable difficulties during its initiating, spreading and being frustrated. And now, when the tide of reform is fading, experts and teachers begin to reflect. Under the background of people's pursuing certificate, the curricular reform is facing great challenge.This dissertation selects one typical developed country Japan as a comparative study object of curricular reform. It mainly takes literature research and comparative research. Based on social, cultural, political and economic background, the author compares the two countries' policy making, curriculum content and implementing procedure. Also, she compares their administrative systems, financial resources and teaching staff construction, demonstrating their gains and losses respectively in their own curricular reforms. As a result, we can get a whole picture of success and failure of curricular reform of China. According to the comparative study。We can find that:Educational reform requires all people's engagement, and the government's constructing unified system, Meanwhile, Ministry of Education and the local executive agencies should cooperate with each other to construct and perfect implementing systems forcefully, and construct merchanisms which match the reform. In addition, China needs to do some efforts in the following aspects right now in order to make curricular reform to go on wheels, strengthening educational legislation, increasing investment of education, constructing educational system of appraisal, enhancing training for teachers and so on. Although the curricular reform has encountered so many difficulties, we change the outdated educational contents and single educational methods thanks to it, and are correctly aware that "man is the purpose of cultivating", and it refrains education from dissimilating to a deep development on some degree. Undoubtedly, curricular reform isn't easy. We haveto do more efforts in ten years or thirty years in combining with era changes. Educators have to do explorations in a long theory and practice study, and find a road which is not only fit for current situation of China but also be good for successful implementation of curricular reform in the process of forward road.
