The demand of effectiveness from educational resources has become the common voice of the times. The era when people just put emphasis on input without considering output has been completed. With the times going on, the economy market has a requirement of effectiveness and efficiency from the educational resources of school. As quasi-public goods, vocational education requests the resource efficiency and effectiveness more sharply. Training resources is a substantial part of vocational education resources, which plays critical role to the advancement of quality and the development of school for Vocational Education.Therefore, this paper has a investigation about the training resource management and then analyzes the current questions and their underlying reasons and lastly proposes the corresponding suggestions and measures for the question by combining the survey results and relative theories such as,economic theory, management theory, resource theory in order to improving the effectiveness of resource management, improve resource efficiency and efficacy and effectiveness.Chapterâ… introduces the origin of research, significance of research, the purpose and the design of research programs, then it gives the summary and analysis at the base of research results, such as the previous practice teaching, training resources, and management of training resources.Chapterâ…¡discusses the connotation and extension of training resources with the definition of training and resources and characteristics and elaborates the relative theories such as resource dependence theory, resource endowment theory, resource allocation theory, the school social System theory according to the needs of this article, and briefly explains the relationship between these theories and training resources.Chapterâ…¢investigates the management of training resources of secondary vocational schools in Shanghai with the literature, questionnaire, and interview. About the results of management, the existence of the use of idle and lack. About the key factor of management, the results are that:school would like part-time manager of training resources, students would like to participate in the management. The department-scattered mode is the chief management mode. The traditional paper-based tool is the mainly management tool. The management methods is the target management, management purposes and the corresponding management content pursue the idea that training resources is enough in quantity and can be used in Teaching Procedures. About the process, the current situation is:non-optimal allocation of resources, non-optimal integration of resources the waste of resource and the Poor services for teaching.Chapterâ…£illustrates the three main issues about the current training resources management on the analysis of survey results:the question in resource allocation, resource utilization, resource management practices. The problems of resource allocation are:the lack of scientificity of the line of Resource allocation and non-optimal allocation of resources details. The problem of resource utilization is low level of resource sharing, school resources is difficult to "go out", outside resources is difficult to "bringing in";The problems of training resources management services are low level of sensitivity to the needs of teachers and students, the lack of scientificity spatial arrangement of training resources. The imperfect management system of cost of training resourcesChapterâ…¤proposes the corresponding suggestions and measures for the existing question. To the question in resource allocation, it gives the ideas of resource allocation for senior, middle and the basic manager, and then promotes the optimization of resources quality and structure and the network Construction of virtual resources. To the problem of low level of resource sharing, it advises to adjust of teaching plans and establish a co-operative management mode between headquarters and branch and enhances the construction of the professional groups and puts some strategies to promote integration of internal and external resources to share. To poor services of Resource management, it requires the reform of tool of management, keep clean of the management duties and take various of management methods. Finally, it proposed a series of measures to management of training resources cost for instance, the strict supplies management and seriously discipline, some supporting measures.
