The 21st century is the era of knowledge explosion, new knowledge doubles every seven years, but the existing skills out of every three to five years, knowledge and technology will be a key factor in future competition. How to get the necessary knowledge and skills through efficient learning is a great concern for people in the 21st century. In recent years, with the development of computer multimedia and network technology, more and more people pay more attention to the development of network distance education. The development of network distance education is one important way to built Lifelong Learning System in the knowledge age. However, the development of network distance education should be supported by high-quality network resources. At present the world attach great importance to the construction of network resources, in number, there is no lack of network resources, but, due to lack of uniform technical standards, the resources has poor portability and reusability, is not benefit to information exchange and sharing, resulting in great waste. Developing network resources based on educational resources standards, make the network resources standardized can effectively solve the above problem. At present, SCORM standard is the most authoritative standard in the field of digital learning, and it has been widely used.This article start from analyzing the problems existed in traditional web course construction, based on detailed illustration of SCORM2004 architecture, designed and developed web course which in line with SCORM standard and has good portability and reusability. Specifically, this article have completed the following work:1,Introduced and analyzed the SCOMR2004 standards in detail, and promoted SCORM2004 actively.2,Refer to SCORM2004 making learning components, used meta-data describe learning components, make the course can be operated by cross-platform, and make the course has reusability and interoperability. Using SCORM2004 data model, realized interaction between the course and LMS, tracked the learner's study experience and provide timely and effective feedback.3,With the SN model of SCORM2004, design the content sequence, blend teaching strategies in the development of course.
