At present, E-learning pays more attention to resource building, but ignores systemic researching on how to provide the learner with their personalized needs. Especially, it is become a very important content to realize the personalized organization and selection of learning content based on e-learning technology standards for the aim of reuse and share.The main research works are described as follows: Firstly, it puts forward a personalized student model based on the current student model and IEEE 1484.2 PAPI model, which describes the learner's personalized information better. Secondly, it builds learning resource model. In order to organize learning content better based on reuse and share, it defines the granularity of learning object and knowledge relation. Thirdly, it designs the organization algorithm of learning content. The organization process is mainly about pre-test, knowledge learning and post-test. During the learning, the system selects the knowledge point from the knowledge tree according to the sequencing and shows it by a personalized mode. Finally, we develop a prototype and carry it out by Asp.net, and evaluate it from some aspects.There are some significant to study the organization strategy of learning content. It provides us a new strategy to organize learning content, and it is helpful to improve the efficiency of e-learning.
