The government intervention theory means the government is the direct or indirect management under the law to all public and private enterprises and various industries, and strong power to macro regulation and control by vast social and natural resources on process of public manufacturing. The government intervention influences the economic and social benefit, as well as the economic order and social order. Thus, with the institutional restructuring, research on the effects of government intervention is important.By linking with the new institutional economics and the new theory of economic history, this dissertation studied how the ancient government intervention influences the institution of personnel selection, and offer instructions to current government intervention. This dissertation firstly put forward the influence of government intervention effects on institution changes, by analyzing the new theory of economic history. Secondly, this paper analyses the government intervention influence on institution changes from Spring and Autumn Period to Tang Dynasty. In Spring and Autumn Period, private business developed, and this change caused the decline of hereditary official status, people who were not nobilities became managing the power. During Qin Dynasty and Han Dynasty, centralized economy established, this policy induced the development of gentry, and the institution of personnel selection be controlled by them. During Southern and Northern Dynasties, centralized economy weakened, Shuzu developed and called for the improvement for their status, then, the imperial examination system, which was more equally, produced and developed.
