Higher education provides the talent support to the national in the economic development and social progress continuously. As an important means of inspection of higher education evaluation development level, higher education evaluation has been given more and more attention by every government.In recent years, the Chinese government take higher education evaluation as a important task. In promoting the theoretical study and practical aspects of higher education evaluation, the government has done a positive exploration and made great achievements, it has played a big role in the improving and ensuring the quality of China's higher education.Meanwhile, in the higher education assessment, the relevant government agencies responsible for the implementation of the most jobs, directly organize and participate in assessment activities, to control the assess right strictly. This kind of centralized government leading role positioning formed the top-down government administrative evaluation mode, increasingly expose some problems that should never to ignore. Therefore, under the influence of education priority development strategy, how to determine role of itself in higher education evaluation, is to become an urgent problem to be solved by the government. This paper uses the reference of the related research results at home and abroad in higher education evaluation, analyzes the real effects and deficiency of our government of the concrete practice, the role location of the government in this field,is also systematically discussed. This paper is divided into six parts.The first chapter presents the significance of the research, research status, research ideas and research method. The second chapter presents the theory basis of the research of role of the government in the higher education assessment. The third chapter reviews the development of the assessment of China's higher education, analyzing the the role of the government, explains the active and existing adverse effects in practice in which 's role the government play. The fourth chapter puts forward the countermeasures and suggestions of how to reshape the government role in the assessment of China's higher education evaluation. In the end, the paper summarizes the full text, points out the research limitations and shortcomings, and puts forward the direction of future research.
