Harmonious community is the microeconomic foundation of harmonious society, and to build a harmonious society should start from the community governance. Throughout the development of urban communities, it is not difficult to find the main driving force of community development is social developing trend or forced control from the state. During this process, almost not hear the voice of the community residents. Is this because of community residents immature? Or the development of the community itself has a natural fear of the participation of residents? But there is no doubt that community development can not be achieved without residents. Key factor in community governance is to build multiple coordination and participation between the main network of civil society to achieve national and multilateral cooperation. This network is cooperation and mutually beneficial relationship, which involves government, community organizations and residents was established after repeated games. The formation and maintenance of the network needs effective social norms, shared beliefs and values, such as trust, mutual recognition, tolerance and understanding. The trust, cooperation and mutual are the core and essential elements of social capital. We found a natural fit between community governance and social capital. Community governance requires rich social capital as a basis to achieve national and civil society cooperation. Therefore, the research on community governance based on the social capital theory cultivates sense of identity, interpersonal trust, norms and equality of citizens. This article will follow the pace of urban community development, to reveal develop problems of social capital in the process, to analyze the reason and propose measures to promote community governance and social harmony.
