As a community, the city community can develop healthy and orderly is one of theimportances about modern development. The community development can promote theharmonious development of economy and society in China, accelerate our democraticprocess and improve the quality of life of the citizens. Then how do we achieve the aimat the community development, the key is to community governance. With the reformand opening, the community is not the extension of the government power, but thegovernance subjects are multiple. The needs of the community citizens improvecontinuously and citizens have not only the material demand in life, but also spiritualdemand. These need to reform with the community governance and adapt to the newenvironment.In the kindly care of the District Party Committee and with the help of MunicipalDistrict Office, D community united and strived in order to create “five homes” as a aim.It won the hearts of the citizens and created the characteristic at the normal management.However, because of kinds of reasons, D community had many problems. For example,the community governance stayed in the oral, there are formal rules and unethicalbehaviors, city citizens and the subjects of the community governance were disjoined andthere were conflicts. For these problems, we apply the social capital theory of RobertD.Putnam to solve the problems about the community governance. Trust is the essentialcomponent of the social capital. The general and mutual standard is a social capital thathas highly productive. Networks of civic engagement are the basic component of thesocial capital. With the practice of Shanxi province D community, I put forward themeasures to solve the problems. Firstly, we should enhance the social trust andconstructions of the community organizations. Secondly, we should cultivate actively themutual systems and standards. Thirdly, we should build civil society and the network ofthe community governance organizations.
