In recent years, the effectiveness of teaching problem has become a focus, it has also been carried out in-depth and refinement, and the effectiveness of teaching goals is particularly important, because teaching objectives are in the heart of teaching activities, and play the incentive and evaluative role in the teaching-oriented. Now the normal students are tomorrow's classroom teachers, the level of their teaching abilities in the classroom will directly affect the teaching and the next generations, so improving teaching abilities of normal students has become a very urgent matter in the field of teacher education today. In view of the above two points, the paper uses " The Study of Effectiveness: Formulating and Implementing Teaching Goals in Mathematics Prospective Students " as the subject of study, and aims to discover main features and the problems of normal students in developing and implementing teaching objectives, and seeks to find some effective strategies to the solution.There are mainly four methods used in this paper, namely, analysis of the literature, analysis of the text, the interviews and the video recording observation, to research seven cadets of normal university major in mathematics. Firstly, based on "the evaluation criteria of the validity in classroom instruction" in the graduation thesis wrote by Dr. Sun Ya Ling, the paper formulates teaching goals of "the Properties of Inequality ", the evaluation criterion of effectiveness in the teaching goals and the outline in the interviews. Secondly, collecting the data——the teaching goals of "the Properties of Inequality", interviews of the normal students and video of the class. Thirdly, analyzing the data——to contrast and analyze the teaching goals made by normal students themselves formulated by evaluation criteria; to evaluate the integrated circumstance of the teaching goals made by normal students themselves and results of interviews on the basis of the evaluation criterion of effectiveness of the teaching goals; to evaluate the effectiveness of implementing the teaching goal in the normal students under the same standard of effective evaluation to teaching goals. Then, according to the analysis results, the paper finds out the final summarizes, and carries on the discussions in the characteristics of the normal students while they formulate and implement the teaching goals. According to the study, the normal students have the following performances when they make the teaching targets: (1) paying more attention to the target of "knowledge and skills", and having the contempt in the targets of "process and methods" and "emotions, attitudes and values"; (2) being able to associate with the relevant knowledge, and not being able to catch the essence of this association in teaching design of the new knowledge; (3) not being able to dig out the knowledge or throughway implied in the textbooks.The normal students mainly have the following presentations when implementing the teaching goals: (1) not using the teaching goals formulated to guide teaching practice in the classroom; (2) having expectative degree to the students poorly.According to students'behaviors in formulating and implementing teaching goals, the paper puts forward some recommendations in the ways training students'teaching ability to the normal colleges: (1)Strengthen the training to teachers of the normal students thinking ability, and learn the related curriculums from the perspective of teaching. (2)The teachers committing the courses of mathematical education should enhance their mathematics training, and understand deeply the high school teaching. (3)Develop the knowledge in teaching of the normal students on the base of the view of integration. (4)Strengthen accordingly the teaching guide to the normal students participating the teaching practice.
