In the 21st century, it mainly reflected in science and technology, human resources competition from international competition, and the most important is that education can adapt to the rapid development and changing of social productivity. In the beginning of this century, Under the Wave of education reform which is vigorously carried out in China, history curriculum reform in middle school was constantly innovated and improved. It not only occurred a large number of scientific and effective educational theory, but also explored out the discipline of history teaching in secondary school courses which were unique characteristics and charm of disciplines. Innovation which is need reform is necessary to the guide of advanced science and philosophy, so "Green Education" philosophy was introduced and learnt from the West who made in the last century. The human, emotional and sustainable "Green Education" was introduced into the teaching of the history curriculum and literacy education, which were combination to the main characteristics of middle school history of the subject. In the social background of "examination-oriented education" and utilitarian education, the humanities and scientific disciplines of the history education research requires a lot of patience and courage. There is so competition and power, that there is objective. The history of literacy is emphasized as the important role of teaching, when new historical disciplines in the curriculum reform happen to coincide with the scientific philosophy, which was reflected in the"Three-dimensional target " and "Green Education". Firstly, this paper was promoted a series of problems and solutions in the new secondary school curriculum reform of history teaching, from which the "Green Education" and the basic concepts of historical literacy is positioned. Secondly, scientific theory guides middle school history teaching literacy in the history of the Cultivation, which is the ultimate goal of quality education from the "Green Education". Thirdly, it was the explore of viable history teaching in secondary schools and an effective way to strengthen the essential function in the education of the middle school history teaching, which is the function of personality from "Green Education" under the concept called "human development". At last, this article were discussed that the "Green Education" scientific concept of historical literacy how to guide the cultivation of high school, how to nurture effectively historic thinking skills of middle school students, and how to achieve ultimately the goal of education for sustainable development. These efforts are attempted to have fun, flexible, lively atmosphere for students to increase interest in learning, so that the quality of history was strengthened. Eventually, teaching High School History is really "people oriented", and it was returned ultimately to the goals of professional education, character education, and the education of truth, kind-hearted and beauty, in order to achieve the new era of middle school students to enhance the objectives of emotional attitude and values, and to promote social health, harmonious and sustainable development of the "Green Education". This is education strategy to develop.
