Educational assessment is an important part of educational reform and development, which is the key of educational management and decision. But because of complication of its target-person, research on educational assessment is very controversial. Examinations are not only an important means of large-scale education evaluation, but also one of the main ways in the evaluation of students' academic level at present.How to build scientific, reasonable chemical items to test knowledge and ability of students and help them to develop the student 's Scientific literacy and research ability is the most important in the evaluation of chemistry education. That is also the key difficulties for Our country's chemical educators .This study researches the chemistry portions of TIMSS(Trends in International Mathematics and Science Study)Framework and items of the assessment are examined and compared so that we can find out their conceptions of assessment design and ways to realize them. On the one hand, it is helpful to assessment design in elementary Science education and chemistry of middle school; on the other hand, it can provide reference and guidance to our country to join TIMSS assessment of the project as soon as possible.To achieve these purposes of the study, this paper focuses on the research contents on the framework of TIMSS and the chemical items.After the above studies, the results are shown as follows:1.Research on the science framework of TIMSS TIMSS science framework of the four assessments is very different in content domains and cognitive domains aspects .2. Design of chemical items(1)Papers structure . Structure of the four times is very similar. They are all made up of selected–response questions and constructed- response questions. There are some extended-response items in the constructed-response items. There are most selected-response items in TIMSS2003 for fourth-grade and most constructed-response items in TIMSS1999 for eighth-grade. (2)Chemical content domains.The content domains for the fourth grade focus on classification and properties of matter,and TIMSS is based on chemical change,classification and composition of matter a, properties of matter at eighth grade.The evaluation of chemical contents is different in target percentages(3)Cognitive domains .The cognitive domains in the fourth grade is focused on concept of understanding and applying in real life and the reasoning are mainly evaluated at eighth Grade.(4)Science inquiry assessment. The way of testing scientific inquiry of TIMSS is not only scientific knowledge but also the skills. It contains the elements of content and ability across the different disciplines,and its ratio is 15%. TIMSS only tests scientific knowledge of the scientific inquiry at fourth Grade, but TIMSS has two elements at eighth Grade.
