On January 7th,2009,the Third Generation license(3G license) was awarded officially to China Mobile Communications Corporation,China Telecommunications Corporation and China Unicom Group Ltd by the Ministry of Industry and Information Technology of People's Republic of China, which means that China entries into the Third Generation era officially from then on. As the third generation of mobile communicational technology, 3G owns obvious feature of high-speed transfer of data. It overcomes such as narrow net line and slow speed of data transmission and so on technical bottlenecks of the previous two generations of mobile communication technology, and it promotes the further integration of the traditional internet and mobile internet making unlimited extension of the online world, the same time it promotes the rapid development of 3G mobile phone applications. With the application of 3G mobile phones, it is influencing on people's ideas, lifestyle, habits, but also asks for higher requirements on the current ideological and political education.According to the data, college students constitute the main force of users of surfing on the net by 3G mobile phone. As a new generation of networks, new means of access to internet and the popularity of 3G mobile phone among students, surfing on the net by 3G mobile phones, it will influence on the ideological and political education. It plays a positive role in promoting the talent and students'health, but also proposes a new challenge on ideological and political education of college students. How to use the 3G mobile phone to surf on the net and to carry out ideological and political education becoming both as an question of ideological and political staffs in colleges and an significant meaning on building the qualified builders and successors for harmonious universities and socialism. This paper learns from existing research results, discusses the influence and method of ideological and political education for surfing on the net by 3G mobile phone in four parts.Part one: the Background and Premise. This part mainly discusses the research background, purpose, significance, research methods and research status in China and at abroad, which provides foundation for further study.Part two: 3G and 3G mobile phone. This part discusses from the concept of 3G and characteristics of surfing on the net by 3G mobile phone, to show that surfing on the net by 3G mobile phone will become the mainstream way of network linking, and highlights the special characteristics of surfing on the net by 3G mobile phone.Part three: Opportunities and Challenges. The part firstly by a large number of survey data to show that 3G mobile phone has become an indispensable tool for student. Moreover, surfing on the net by 3G mobile phone becomes the mainstream way of net linking of college students. It has a very extensive and far-reaching impact on students'ways of thinking, behavior, political attitudes and moral values, so it brings both opportunities and challenges to college students'ideological and political education. This part discusses in detail on why the surfing on the net by 3G mobile phone can bring both opportunities and challenges, and paves the way for next part.Part four: Measures. The part proposes the response measures from three aspects, which is the important and difficult part of this paper, but also the end-result. This part discusses from strengthening moral guidance of the 3G mobile phone network, creating ideological and political education for 3G mobile phones, improving the management of 3G mobile network to deal with the 3G influence on college students'which is fundamental purpose of this thesis.
