On December 4, 2013, Ministry of Industry and Information Technology issued 4G licenses to the three major communications operators in our country. Therefore, our communications industry has entered the era of 4G which is the fourth generation mobile communication technology. Compared with the former three generations of mobile communication technology, the data transmission speed of the fourth generation has greatly improved and can support a higher quality and more rich mobile business. The mobile phone media is the most common terminal form of 4G technology. There is nothing comparable to this deeply penetrate into people’s lives with its portability. As the extension of the network media, the biggest feature of the mobile phone media is the breakthrough of the physical limitations of the media of the network so that people can use it whenever or wherever it’s possible to meet their own needs of the Internet. It is convenient for people to use the fragments of time, whether it is on the bus or in line to wait, so they may use mobile phone media to read or learn at any time. So it provides the favorable conditions for the development of Ideological and Political education in universities. At the same time, the mobile phone media also has the timeliness of information dissemination, public, interactive, multimedia integration and other features, which approaches to optimize the dissemination of information. These advantages make it become favored by the public as the mass media, college students is an important part of mobile phone media users.With the high popularity and convenience, mobile phone media has become one of the essential tools for college students to live and study. This phenomenon also has a great impact on the work of Ideological and political education and has brought many opportunities for the development of Ideological and political education in universities : updating the traditional concept of the ideological and political education, improving the ideological and political education of subject and object interaction and integration, innovating the ideological and political education means, improving the effectiveness of Ideological and political education work; enriching the ideological and political education content, expanding the amount of information received college students ideological and political education; expanding the ideological and political education work space, breaking the regional traditional education and so on. Therefore, the mobile phone media may be applied to the process of Ideological and political education, generating the ideological and political education. The carrier of mobile phone will help to improve the effectiveness of Ideological and political education work. But the mobile phone media is a new thing, and university leaders do not attach the great importance of the mobile phone media. On the other hand, the relevant departments to develop the social rules and regulations are not perfect, so mobile phone carrier construction environment is facing great challenges. At the same time, the traditional concept of the ideological and political educators is challenged, as well as media literacy needs to be strengthened. For the contemporary college students, the huge network information is impacting on their thought imperceptibly, resulting in their moral ideas increasingly weakened. At the same time, due to using mobile phone unreasonably, it also makes some physical discomfort and mental illness. All these indicate that the mobile phone media also makes the work of Ideological and political education which is facing a series of challenges. Finally, according to the dialectical analysis, and combing with the era of the new environment and the contemporary college students’ personality characteristics, I put forward a series of countermeasures. First, pay much attention to the use of mobile phone media, creating favorable conditions for the development of Ideological and political education in colleges and universities. Second, College Ideological and political educators should change the way of thinking, renew the educational concept, improve political literacy and media literacy of their own, and do well in the ideological guidance. Third, in order to resist the erosion of harmful information and eliminate the negative impact of the mobile phone media, strengthen the ideal and belief education of college students, cultivation of mobile phone media and moral quality of college students, and improve their psychological quality, Fourth, make full use of mobile phone media to build new platform of Ideological and political education of college students by using the mobile phone text messages, such as We Chat, Micro-blog, APP, etc. This is the focus of the article, and I hope to enhance the effectiveness of Ideological and political education work and promote the development of Ideological and political education work through these means and which is the purpose of this article.
