The 21st century the competition relies on the talents' competition. High school education is the student individuality formation, independent critical period of development. In this transitional key stage, the high school stage education are increasingly becoming the whole education link development bottle neck factors. Schools in order to expand the enrollment scale and improving teaching quality, at no financial funds invested or inadequate investment circumstances, with self-raised funds way rebuilding and new infrastructure and had to self debt development.This paper writing research mainly is cross use the on-the-spot investigation methods and content analysis method. This report in Linyi city high school for the sample survey, the focus of city in all high school within the time-series method. The author except to competent government leadership, the school principal in-depth interviews outside, still randomly to students and parents demanded and surveys. Through to present high school education of original appearance, interpretation of high school education development is the focus in this paper.This paper consists of three parts included:The first chapter constitute of Linyi city is each high school liability condition present situation investigation. Mainly take Interview form, mainly including the basic situation of each school, bear the debts condition (involving the re the sum of the debt, debt structure, debt purposes). Through the survey and analysis of various high school liabilities visible, affecting the school seriously favorable development.The second chapter for each is analysis of the reasons of the high school liabilities. Realistic levels of reason is government education investment insufficient, the high school scale unceasingly expands cause not attend school construction advanced bear ability. Institutional reason is the nature of education of high school localization is accurate, make high school education development lack of strong system security mechanism.The third chapter is dissolve high school liabilities countermeasures and Suggestions. Schools should from the reality, economize, establish a reasonable degree and effective debt-repaying mechanism. The government should ascertain responsibility, strengthen the education input, and constantly improve managerial condition, establishing long-term funds safeguard mechanism. Perfecting relevant high school education a legal system, a high school education, education expansion for obligation will hopefully, fundamentally resolve long-troubling education investment shortage problem in China.
