Urban Community Residents' Committees Autonomy

Community self─governance is the important structure and effective way for our people to use their administrative authority and democratic construction. Residents committee, as one of the most important people's own-controlled organization among all the communities, plays an increasing important role in the progress of advancing constructing communities. Under the background of nowadays economic structure and the multi-functional society, the social structure and function of city had been specified from government and corporations to communities, and people had transferred from "corporation man" to "community man". Also, we should have noticed that there are still no significant distinctive between the government and community among some city communities, then the community management is still kind of government actions; So, community self─governance must be the direction and new subject of the reform of city structure and Chinese democracy.Residents committee in our nation is self-controlled, self educated and self serviced people's autonomy organization, community sel─governance is the key point of community autonomy. However, through past experience, the residents committee has taken too much government actions and became an underling institution of government, but not what it supposed to be. So, there will be a positive significance for our community construction even the social structure by advancing the construction and autonomy of residents committee.This article combined academic and experienced research, started by summarizing the theories of autonomy of residents committee, then through the analysis of the case of Dongfeng residents committee in Taiyuan, analyzing how to strength the autonomy of residents committee in our nation, exploring the potential problems and figured out strategies for those problems and the community construction in our nation, especially the case study of autonomy of community in urban areas.Firstly, start with the basic theories of community, summarized the meaning of community and its autonomy and its basic information.Secondly, longitudinally, explored the development of residents committee in our nation, which has four major phases: beginning and developing period, sluggish and breaking period, recovering and rebuilding period, and innovating and breakthrough period. Meanwhile, plus the description about the movement of the autonomy of community in our nation this year.Thirdly, we use the case of Dongfeng residents committee as our object of study, by introducing its basic information and current situation, concluded its troubles.Also, based on the case of Dongfeng residents committee, we concluded and analyzed the troubles among residents committee in our nation:financial problems, lack of professional people, lack of independence and the involvement of residents themselves.Finally, by facing the situation and troubles among residents committee in our nation, we had given our strategic suggestions about the law system and financial structure, and definition of duties and the development awareness.
