Embedding,Mutual Construction And Empowerment:A Study On The Cooperation Mechanism Between Social Work Organizations And Neighborhood Committees Mechanisms

A few days ago,accelerating the transformation of government functions,innovating social governance,and building a service-oriented government have become the top priority of government reform.Implementing innovative social governance into the community is the only way for China’s social reform and development.In the community,the introduction of third-party organizations through government procurement services to meet the needs of diverse residents,and thus the multi-subjects such as community self-governing organizations and grass-roots organizations have been involved in community governance,which has received more and more attention.In the empirical research,the author finds that the vast majority of social work organizations inevitably have to have a relationship with the neighborhood committees in the process of entering the community,but this process is more subject to the exclusion,discrimination and even hostile attitude of the neighborhood committees.This is mainly due to the strong similarities between the social work organization and the neighborhood committee in terms of work objects,tasks,and services provided.The relationship between social workers and the community determines the quality of service and whether social workers can take root in the community.The attitude and action response of the neighborhood committee will have an important impact on the activities of social organizations in the community.Based on this,the core question of this research is:How does the social work organization interact with the community neighborhood committee and establish a mechanism that is conducive to social work and participate in the community governance relationship?What kind of community governance results have been achieved by social work organizations interacting with neighborhood committees?In this regard,this paper adopts the method of qualitative research,through the case study method,conducts research on the social media project of the M community in K city,and adopts participatory observation and in-depth interview as the data collection method,and embedding,mutual structure and empowerment as the theoretical perspective of this study.Attempts to discover the mechanism for constructing cooperative relations between social work organizations and neighborhood committees from the level of micro-interaction.This paper mainly presents the process of interaction between social work institutions and neighborhood committees from three stages:In the first stage,A institutions enter the M community to provide services through municipal projects.The original strength of the M community is exclusive to it,and the social work organization has limited promotion work;In the second phase,the transformation of the internal and external structure of the community has enabled social work institutions to seize opportunities and construct a trusting relationship with community neighborhood committees through reflective strategic actions.The neighborhood committee responded by constructing the work of the social work organization,the two form a mutual development;In the third stage,through the development of the previous stage,the social work organization began to take a dominant position in the process of community governance.Through the capacity building of the community,the empowerment of the neighborhood committee was realized,and the community was tried to push the community to a new stage of development.At the same time,it has also achieved its own development.The research shows that in the interaction process between the social work organization and the neighborhood committee,whether it is a micro-level community relationship network or a macro-level national institutional environment,they constitute a community scenario embedded in the social work organization together.When participating in community governance,the social work organization obtains the admission qualification through the project system,and needs to deal with the neighborhood committee as the community spokesperson.In order to seek better development in the micro-field of the community.The status and role of social work organizations in community governance is increasingly important.When social organizations enter different types of communities,they also need to adjust to the development according to local conditions.
