Since the reform and opening-up,"society of units" which was forged in an all-round political system and society of totality has begun to transform difficultly to "society of citizens",and society members' dependence on "units" has declined dramatically,and moreover,there have been a great number of "people who have no units to belong to" The great function of administrative power in social integration has been weakened on account of the collapse of "the system of units" Therefore, how to accomplish a new social integration under the change of social structure poses a problem here.It is not only a necessary requirement for the social life of cities,but also an urgent and realistic task for governments of different levels,especially city governments,in the administration of society.Against this background,the construction of community autonomy came into being.Community autonomy is an innovation in our country's social transformation from an intensive planning economy to a market economy. It is a system of city administration which bases on community members' self-administration,self-service and self-supervision under the condition that the condition that the authority of government is more and more limited and part of the administration power is transferred to society.Theory of administration,theory of the relation between country and society,theory of public selection,theory of multi-central administration and theory of society of citizen provide strong theoretical support,indicate a direction for the progress of community autonomy,and point out the aim of it.Till now,our country's community autonomy has undergone three steps:planning and preparation,exploring and experiment,and overall enforcement.During the process,three typical models are formed:Shenyang model,Jianghan model and Shanghai model.Through the practice,the achievements of our country's community autonomy lie in the initial establishment of autonomy,the promotion of city's social stability,the improvement of citizens' democratic quality,and the fostering of cultural and ethical progress of community. Generally speaking,as a new invention,community autonomy is at the starting point at the present time,and its achievements are at the initial stage.There's still a long way to go to meet the requirement of laws and the expectation of people and a lot of problems are waiting to be solved, such as government's transgression in the construction of community, that is,the interference of government in the construction and administration of community,community members' lack of enthusiasm to participate,the weakness of community's agential power,the deficiency of community autonomy organizations,and the lack of community autonomy regulations.Focusing on these problems,this thesis believes that the transformation of government's function and the standardization of its operation is the priority for promoting community autonomy;the overall participation of citizens is the key to strengthen the basis of the masses for community autonomy;the reform and innovation of community autonomy organizations provide systematic guarantee for community autonomy;in addition,for the promotion of community,non-governmental and non-profitable agential organizations have to be greatly fostered and developed,and the system of community autonomy has to be further perfected,and the core function of our party's leadership in the community has to be brought into full play.
