A Policy Study Of The Assistance For Poor Students During The Compulsory Education Period In The Northwest Minority Areas

In this paper, with research data of a major issue which is "Northwest ethnic areas compulsory education to poor students in rural school funding system research" in the Northwest Minority Education and Development Research Center, Northwest Normal University and public statistical data about economy and education of the central government and the local government , the necessity and feasibility of setting up the policy of assistance for poor students during the compulsory education period in minority was examined .Research that the question about the poor students who could not enroll school because of that they could not pay for their school fees have basically been solved in minority areas . However, for the development of economy is slower than others in minority areas, this part of the poor students also have a lot of questions , for example: low pay for the education, high risk of drop out, be short of learning resources and so on. Moreover, These questions are impossible to be completely resolved only by the poor students and their poor family, they are also big questions by actual assistance and the society organizations. Therefore, it is necessary to establish a special assistance policy to these poor students in order to effectively resolve these problems. At the present, our country have had the feasibility of setting up the policy of assistance for poor students during the compulsory education period in northwest minority from some aspects, for example polity, economy and so on. Therefor, state may establish a scientific, rational and stable sources of funding, develop a reasonable subsidy content and scientific assistance in the form, make the definition of poor students in minority areas, formulate strict management system and supervision system and strengthen the training of policy implementers and step up propaganda efforts and other measures to promote the establishment of this policy.This study consists of four parts:The first part describes backgrounds of the research and puts forward issues of the research and coordinates the relevant researches and literatures as well as introduces the design and methods and data sources of the research. The second part analyzes the necessity of setting up the policy of assistance for poor students during the compulsory education period in minority from some aspects.The third part analyzes the feasibility of setting up the policy of assistance for poor students during the compulsory education period in minority from some aspects , for example polity, economy and so on.The fourth part forwards a series of recommendations about setting up the policy of assistance for poor students during the compulsory education period in t minority on the basis of summarizing the findings above.
