Moral Education is the"lifeline"for institutions of higher education in China to foster comprehensively developed and high-quality personnel. The CCP and the Central Government have attached great importance to it and have held many special conferences, calling for strengthening and improving moral education in institutions of higher education. Meanwhile, the institutions of higher education have undertaken a series of measures and made arduous efforts to improve the ideological, political and moral quality of the students, actively implementing the Party and state education policies. However, the practical results achieved in the ideological and political education are still unsatisfactory. The explicit moral education has been the dominant educational method fro a long period in institutions of higher education in China. But under the new situation of diversification in social culture, ideology, and information, it is obviously not enough to solely rely on the explicit moral education in higher education. Therefore, besides the explicit moral education, more measures should be taken to in moral educations to improve its practical effectiveness, thus to promote the students'ideology, political views and moral standards comply with the social development of China. In this field, implicit moral education can play an important role.Implicit moral education is a new kind of moral education. In this implicit moral education, moral education workers, based on pre-established education objectives, educational content, and the students'characteristics, develop appropriate educational plans and programs to purposively create certain environment, activity centers, and cultural atmosphere. And the students are imperceptibly affected in implicit and unconscious educational activities. As with the explicit moral education, implicit moral education is also a method of moral education and has its own unique content and ways with a wide influence in education.Under the guidance of the important documents of the Party Central Committee to strengthen and improve ideological and political education, this paper systemically examines the optimization of the implicit ideological and political education in institutions of higher education, on the comprehensive grounds of psychology, education, ethics and other related disciplines. This paper consists of the parts. The first part defines the implicit moral education, and analyzes the relations between the implicit and the explicit moral education. Based on these, the author examines the basic features, category of contents and functions of the implicit moral education. The second part advances the necessity of optimizing the implicit moral education, and analyzes the current situation of the implicit moral education in institutions of higher education. Mainly, the author points out its weaknesses and tries to seek for the reasons from educators'awareness of responsibility, standardability and scientificity of institutional culture and objective practice. In the final part, confronting with its weaknesses discussed in part two, the author puts forward polices to optimize implicit moral education. The policies are to cultivate the spirit of higher education and to infiltrate implicit education ect, to improve the construction of moral practice, and to pay attention to problems in the process.
