In order to achieve the objective of the study to establish the indicator system of evaluation of the fitness clubs'staff training, health clubs is the research object, the indicators-group from the "Kirkpatrick four-level model" to measure the effectiveness of staff training was taken as the basis, references with topics on the fitness clubs , staff training, evaluation of the effectiveness of training was integrated, some well-known evaluation system was referenced, A preliminary indicator system of evaluation of the fitness club's staff training was developed, which includes four aspects: reaction, learning, behavior and results. Delphi was applied to integrate the cognitive and opinions on indicators of experts and scholars with different backgrounds, to amend and develop total 20 indicators Suitable for the fitness clubs to evaluate the effectiveness of staff training. Then AHP questionnaire with the 20 indicators was drawn up for an investigation. Though the investigation, the weight of the indicators was calculated, that willse reference of fitness clubs'staff training and evaluation of the effectiveness of the training.After the literature analysis and the surveys, results show as the following:(1) The indicator system of evaluation of the fitness clubs'staff training includes 4 Level-1 indicators: reaction, learning, behavior and results. The project weights were 4.31%, 14.12%, 55.87%, 25.70%, and " behavior " is most important.(2) "Reaction" level is used for the evaluation on the training of teachers, teaching materials, teaching ways and methods, organization and management of teaching, to learn degree of staff's satisfaction on these aspects. They are satisfaction of trained staff on the structure of the course, satisfaction of trained staff on the process of training, satisfaction of trained staff on test process, satisfaction of trained staff on the used teaching material, satisfaction of trained staff on teachers, satisfaction of trained staff on training facilities. The project weights were 40.45%, 9.75%, 5.98%, 16.75%, 20.03%, 7.04%. Satisfaction of trained staff on the structure of the course is most important.(3) "Learning" evaluates the learning activities of trained staff. The core task is to evaluate the level of awareness and the skill levels of trained staff after the training. "Learning" evaluates the degree that the staff master the principles, facts, skills and technical. It includes 5 indicators, which are training test scores of trained staff, the results of demo or imitation of trained staff, the results of classroom questions of trained staff and the evaluation of assignment, the period training test scores of trained staff. The project weights were 5.89%, 42.55%, 29.15%, 16.01% and 6.40%. The results of demo or imitation of trained staff is most important.(4) "Behavior" level is used to evaluate the extent that acts of the actual work changed, after the end of their training. Evaluation indicators in this level includes 6 aspects: trained staff's attitude, trained staff's working methods, training staff's attendance, the accident rate of trained staff, proficiency degree of training staff, and the staff's turnover rate. The project weights were 23.27%, 45.07%, 5.42%, 9.97%, 10.81%, 5.46%. Trained staff's working methods is most important.(5) "Results" level is used for the evaluation the improvement in organizational performance after training from the organizational view. The level includes 3 evaluation indicators: the growth in sales, the expansion of market share and the reduce of the cost of training, The project weights were 65.31%, 23.67%, 11.02%. Sales growth is most important.(6) Absolute weight. Satisfaction of trained staff on the structure of the course:1.74%,satisfaction of trained staff on the process of training:0.42%,satisfaction of trained staff on test process:0.26%,satisfaction of trained staff on the used teaching material:0.72%,satisfaction of trained staff on teachers:0.86%,satisfaction of trained staff on training facilities:0.30%,training test scores of trained staff:0.83%,the results of demo or imitation of trained staff:6.01%,the results of classroom questions of trained staff:4.12%,the evaluation of assignment:2.26%,the period training test scores of trained staff:0.90%,trained staff's attitude:13.00%,trained staff's working methods:25.18%,training staff's attendance:3.03%,the accident rate of trained staff:5.57%,proficiency degree of training staff:6.04%,and the staff's turnover rate:3.05%,the growth in sales:16.78%,the expansion of market share:6.08%,the reduce of the cost of training:2.83%。Trained staff's working methods, the growth in sales and trained staff's attitude are the most important.According to these conclusions, the study proposed recommendations from the following aspects:(1) Fitness clubs'training sectors can apply this study's indicator system and to evaluate training effectiveness.(2) Short-term training needs assessment.(3) Human Resources Department should pay more attention to the training. Lecturers system and improving quality of the teaching materials are recommended.(4) The establishment of specialized evaluation agencies is necessary.(5) Evaluation apply with flexibility in accordance to the actual situation.(6) Case studies is expanding the experts, as well as study on fitness clubs'indicators to evaluate recruitment, remuneration, and performance are recommended.
