With the growth and development of the training scale and methods, affected by the new public management movement concerns and ideas of government performance, evaluating cadre training is causing more and more attention. And, evaluating cadre education is an important guarantee of cadre training effectiveness. It is a necessary prerequisite to realize the goal of cadre training, and also is an integral part of the cadre training. However, from the practical point of view, awareness of training project evaluation is not enough, and lacking of evaluation mechanism to form a systematic evaluating system, evaluation methods can’t meet the requirements of large-scale customized training. Therefore, how to form a scientific and effective evaluation system is currently of top priority.To solve the problems in cadre training in practical work, improve the quality of cadre training, this study is featured of training project for the whole process, using information technology systems to support the cadre training project management, decisions based on the data, and continually improving the level of cadre training is the goal, for different types of cadre training project, cadre training proposed evaluation system to assess the results of the use of the mechanism and assessment management system. First, based on the model of CIPP, ROI, Kaufman and the current status of cadre education evaluation for particularity of cadre education, using expert investigation and analytic hierarchy process to determine the four-level indicators, fourteen secondary indicators and weighting coefficients. And on this basis, build a evaluation system of cadre training project to assess the activities of the center assisted cadre education evaluation, to achieve a flexible and reusable design patterns to assess training projects conducive to the formation of the whole process of training for learning quality evaluation and performance evaluation, is conducive to long-term accumulation and analysis of data to assess the quality of cadre education, thereby improving cadre training effectiveness and providing decision support for cadre education.
