The transformation of low-performing schools have attracted much more attention in educational circles and even that of the whole society, so they face a challenges how to strengthen the construction of school teachers. A large number of teachers'turnover have a serious impact on low-performing schools, how to maintain the relative stability of the contingent of teachers is an urgent problem that to be solved. There are two methods to manage teachers:"hard management" and "soft management". The former is school's principles, policies, regulations, etc.; the latter is the value orientation of school management and the creation of school culture atmosphere and so on. Currently, the reason for teachers'turnover is that schools lack of some kind culture character, which can gather the power of internal school, and make school member identify with the school and have a sense of belonging.The stability of t teachers'contingent is not only related to improvement of education and teaching quality, but also related to the schools'internal transformation and to achieve the transition to high-performing school. This thesis is based on culture perspective to study the issue on teachers'turnover in low-performing school. It tries to attach importance to start the construction of school culture, transforms weak school culture, and rebuilds new school culture so that it can stable teachers to promote the development of weak school within their own transformation.Through the literature research, also taking account of this study, first, some important concepts such as low-performing school, teacher's turnover, school culture are defined. And then it analyzes the content of the culture, the organization culture and school culture, especially analyzes the school culture's content structure, type, and function.Second, based on the relevant theoretical results and teachers in four schools of Ningbo City as study, it uses questionnaires, individual and group interviews, follow-up survey and other empirical methods of investigation to explore the relation between school culture and low-performing schools'teachers. After a series of data collation and analysis, there are some results as follows: the culture levels of four schools are low, they belong to low-performing school; it is a negative correlation between school culture and teachers'turnover willing, especially in the degree of democracy and the level of cooperation.Last, it attempts to explore the transformation of low-performing school from culture perspective. Though low-performing school rebuild value orientation and principal culture (headmaster in a democratic culture and teachers in cooperative culture) to improve the level of school culture and to enhance the school cohesion. Thereby, it can reduce teachers'turnover and stable the t the contingent of teachers in the low-performing school.
