Education as an important way to cultivate talents is always been an attention to society. And as history develops, education is always still the important and indisputable role to provide the sustainable motivation for social development. Compulsory education as a basic of formal education, how to adapt to the needs of society and build a good foundation for various talents to continuing their education is cannot be separated from its subject, which is teacher. Therefore, how to improve and strengthen the compulsory education teacher construction is one of the recent issues.Education in Indonesia has many problems, especially in the construction and development of the teachers in compulsory education. There are many factors affecting those issues, such as social background, environment, public opinion, etc. But in China, since nearly 30 years of reformation obviously have a great leap forward in teacher quantity and quality. These are also the study of this thesis. This thesis by analyzing China and Indonesia's histories of developing teachers construction in compulsory education, then comparing both progress and the problems, and then summarize their strategies. Hence, we can clearly know both country histories and social background in compulsory education teacher construction, and then find a suitable way for each country, thus the teachers in compulsory education to be further improved in order to fulfill the needs of social development.China and Indonesia should learn from each other experience in building excellent teachers, combine with their national practice and implementing suitable teacher construction policies. Such as China, to comprehensively improve the quality of teachers as the priority, taking various training in order to raise the social status of teachers, improve their working conditions and increase remuneration; Indonesia by increase the number of teachers in compulsory education, balance the uneven teacher's distribution, increase remuneration, advance teacher's professionalism. To face the challenges and the realization of EFA, still need the active efforts of the whole community.
