China government has a strong commitment in handling the primary and secondary education in their country by implementing various policies and measures in strengthening construction of the teachers and education as a whole. The policies and measures include:the improvement of rural school conditions, the building of a new financing guarantee mechanism for rural compulsory education, better mechanism of financing students from low economic level families and the balanced development of compulsory education among regions and between rural and urban areas. China Government also provides trainings and development program, gives free health guarantee for the teachers and ensures their future.Indonesia as a fellow country has also been implementing various pro-teachers policies that are aimed to improve the quality of teachers and education personnel. Some problems still occur, indeed, such as the student's low education achievements, the level of education of teachers does not have a positive correlation with the level of earnings, lack of incentive for teachers to upgrade their academic qualification, teachers' lack either the ability or the motivation to upgrade their skills and qualifications, and eventually brings to a thinking that teaching profession is relatively more attractive for people with a lower educational background, but they have been acknowledge by the government. Preventive and repressive action has been measured to overcome those problems. Through teachers'certification in which they can perform and demonstrate their professional competencies as teachers, through a sharing-funded project entitled Better Education through Reformed Management and Universal Teacher Upgrading and other self-funded training programs and through the improvement of teacher's qualification, in which the government distributes fund and block-grant to give aid to teachers in upgrading their professional education to cope with the regulation's requirements.China Government has proven themselves to be successful in reforming the education system especially concerning education management in rural area. Indonesia can learn from China in terms of how to compose the best policies and measures in improving the construction of rural primary and secondary school teachers.
