Laos and China are both socialist countries, the current Lao government is in a new transition, human development faces a similar early stage with China, therefore, the policy in the development of talent worthy of us to examine practical experience.Thirty years of reform and opening up, China has formulated and implemented a series of personnel policies, such as increasing human capital investment, strengthen high-level personnel training, personnel management system reform, and so on. Through the implementation of personnel policies, personnel training and management in China has shown new features:personnel training and management of the enactment and amendment of laws and regulations, such as "Civil Law" and relevant regulations promulgated; in the number of personnel training, enhance the level, especially for high-level talents; the personnel structure were also upgraded. Specifically for people-oriented "technology and education strategy" implemented; talent management innovation, such as the evaluation mechanism, the introduction of talent management system.
