At present,China is in the critical period of implementing the strategy of innovation-driven development.As the forward position of reform and opening-up and the largest economic province in China,Guangdong has made efforts to force as an innovation driver,and carried out on the reform of the system and mechanism of science and technology.The essence of innovation driven is talent,evaluation and optimization of the scientific and technological personnel policy has become one of the important contents of the reform,and the proper meaning in the strategy of innovation-driven development in Guangdong,and even the whole country.The policy of Guangdong scientific and technological personnel is the key of the research,and the general framework is "Current Situation-Method Selection-Empirical Study".Guiding by the theory of public management,the article established the evaluation system of Guangdong scientific and technological personnel policy,and then evaluated the effects of policies in four aspects,namely,scientific and technological talent resources,investment in scientific and technological activities,scientific and technological innovations and economic output value.This article studies from the following aspects:First of all,it is necessary to combing and analyzing the policies of Guangdong scientific and technological personnel,and making classified researches;Secondly,the paper developed the mode and method of policy evaluation,and establishes the evaluation index system;Thirdly,by using the before and after comparison methods,this paper makes an empirical study on the evaluation of the policy of Guangdong scientific and technological personnel:by using 10 variable statistical data,the effect of policy is calculated and analyzed quantitatively.Finally,by summarizing the status research and empirical research,this paper points out the policy problems,then proposes corresponding countermeasures and suggestions that optimize policy of Guangdong scientific and technological personnel,from the perspective of policy classification,policy object,policy measures and so on,which will provide reference for the formulation and revision of Guangdong scientific and technological personnel policy,and strengthen the construction of Guangdong science and technology talents team.
