The competing and training departments in sports institutions is in charge of university's competitions, training, finishing match tasks, the direction, supervision and inspection of the training of coaches, student athletes, how to stimulate the relevant personnel's training and working motivation and enthusiasm will be an essential part to achieve the objectives of sports training management. the paper, combined with text analysis of sports training management rules and regulations in sports institutions, tries to find out the shortcomings of the motivation mechanism of sports training management system in sports institutions through theoretical study of the motivation mechanism, and further improves and optimizes incentive mechanism in sports institutions under the guidance of incentive theories.The paper, through investigation on competing and training management organizations in six sports institutions formerly administered by State's General Sports Bureau, by way of data, questionnaire surveys, expert interviews, text analysis and other research methods, combined with the existing incentive theory, analyzes and summarizes the incentive mechanism of sports training management rules and regulations in the six sports institutions formerly administered by State's General Sports Bureau , and the conclusions are made as following: first, the six sports institutions all have a relatively systematic training and competing incentive system, which is very effective; second, the six sports institutions all possess perfect competition reward systems, so that the incentives can be fully implemented. However, the forms of incentives is relatively simple, lack of diverse and flexible re-incentives; third, the feedback systems of incentive mechanism in sports institutions need improving. Corresponding feedback system should be established in order to know the situations of both organizations and individuals at working, training and learning ,so that the policies of training and competing incentives could be continuously improved and adjusted; fourth, the punishment mechanism of incentive mechanism in sports institutions is incomplete. No explicit regulations or related penalty systems are made to associated personnel and the specific violations of the provisions.The proposals for the rationalization of sports academies'training incentives are: first, the reward systems should be varied: rewarding policies should be varied. Innovate the rewarding modes based on the traditional ways in order to facilitate the formation of long-lasting form of incentive; second, the timeliness of implementation of incentive mechanism should be strengthened to avoid the lag of incentive policies; third, improve the incentive factor of performance evaluation in the incentive mechanism of sports institutions, combine evaluation with motivation; fourth, introduce the supervision mechanism of competing and training reward, to make sure the implementation of reward policies is fair, just and open, and finally to achieve the purpose of stimulation.
