China's urban community building aim is to cultivate grass-roots democracy and promote democratic participation and social re-integration, while strengthening the building of grassroots political power and administration. "Good governance" is the target choice of China's community governance. Institutional innovation plays an important role in the process of community governance. Governance theory is the theoretical basis for innovation of governance institutional. It is not only adapts to the trend of global governance reform, but also conforms to the functions of our government transformation and the development requirements of grassroots democracy. Practice exploration is the realistic basis of innovative community governance systems. After several years of hard practice and exploration, some cities have established more effective and distinctive community management system and operation mechanism. Among them,"Ningbo model", with its unique advantage, becomes the typical innovations of community governance structure."Ningbo model" based on the theory of governance, which included community institutional innovation, the creation of a democratic electoral system and the construction of professional community worker. Those three aspects reinforce each other, mutually compatible, which are indispensable part of institutional innovation. This model not only solved inadequate functional of community residents autonomy, inactive mechanism of community workers and social disorder problems of public administration, but also realize the transfer of government's social-oriented functions to grassroots, so that government's social function in community-based platform to be achieved and strengthened. It can be said that, "Ningbo model" is the innovative application of the good governance concept. To a certain extent, "Ningbo model" meets ten elements requirements of "good governance", those are legitimacy, rule of law, transparency, accountability, responsiveness, effectiveness, participation, stability, cleanness, fairness and justice. However, "Ningbo model", including any kind of community governance model is not universally applicable. In the course of operation of "Ningbo model", there may be such phenomena as inadequate implementation, poor operation, whether subjective reasons or objective reasons, provides the open space to further improve "Ningbo model".Endless process of innovation, endless charming of reform .Any kind of innovative is in the course rational thinking and exploration practice, absorbed and discarded self-reflection or other footprints, and then gradual growth, continuous improvement. The differences of country, city situation, the district's condition, leads to any community governance can not copy abroad or other parts successful exploration of the community governance. Therefore, China's urban community governance towards good governance can only take one suited to national conditions, city and district situation community governance path.
