The Study In Governance Patterns Of Urban Community

Community is the miniature of the society, and it reflects all kinds of social problems. Community governance is a process that formed by poly-subjects, which including government, autonomic organizations, non-profit organizations, market organizations, community residents and political party on the premise of legalization and standardization to administer community's public and general affairs. It is must rely on effective governance to solve kinds of problems occurred in community. With the movement of our country's reforming, social market economy and continuous deep-going of grass-root democracy, discussing the relationship of power and duty of poly-subjects in the urban community governance and governance patterns are extreme urgent questions. And it is also the writing intention of mine. This paper proposes the development direction of governance pattern through contrasting and summarizing the present situation and the development tendency of the domestic and foreign typical governance pattern of urban community.Totally, the global urban governance has experienced a process that firstly, from the rule to the governance; then from the primary governance marked with government leading to the high-level governance marked with citizen autonomous. So this can be also perceived as a process of government to divide power, equal rights and return authority. Based on the consideration of our country's community governance condition and that it should be a long term goal I defined its goal as two objectives: "to be state" and "should be state". The first objective derived from the angle of "capacity", which more focus on real constrains and environment effects. And mainly care for the key issues optimization and the localization. This is also the key point which this article writes; On the contrary, the second objective is one kind of perfect pursuit. It is complied with under the development of democracy at the grassroots level, autonomous major tendency, finally needs to realize citizen's self-governance. Obviously, the realization of second objective will be a time-killing and flexuose process. This article is to analyze the current status and future developing way of Chinese urban community governance under the basis of good-governance principal & multi-focus principal, and then we are likely to propose some Chinese tailor-made suggestions. Good-governance principal emphasizes citizen self-governance, advocates withdrawing rights and power to civil society when government can't solve the social issues, which completely accords with the goal trend of urban community governance and objective demands from China grassroots democracy construction. Yet self-governance organizations are still can't take charge of governing community affairs independently because of the juvenility of Chinese civil society. So the author of this article proposed a poly-focus, balanced and mutual governance pattern leading to self-governance under the basis of good-governance principal and multi-focus principal we will not only emphasize the multi-focus of the principal part of governance, but also focus on the right & power equality of governance subjects that will lead to mutual restriction and balance and finally achieves the effective governance, all these require community organizations, residents and government cooperate together to bear the responsibility for community construction. All governance subjects have the same significance in community governance, no matter what kind of governance subjects it belongs to. With the help of this community governance pattern, they will balance the relations between each other and finally build up a harmonious, equal and mutual community!...
