With China's accession to WTO, the Development of our higher education institutes also is confronted with new challenges. A few years ago, according to the guideline -"buildup, adjustment, cooperation and merger", many colleges and universities have been merged to form a group of "new universities" with relatively large size, and they are trying to expand the size of the school through consolidation to achieve the scale effect, Meanwhile, a variety of rating agencies and evaluation activities of university are following. However, having a general observation of the domestic various forms of the university evaluations, we can find that they do not promote the fast and healthy development of higher education institutions. Having analyzed their evaluation index systems, Several problems can be drawn which can be reduce to the following areas: 1. Purpose of the evaluation and the indicators don't correspond: purposes of the evaluation are focused on services for the majority of candidates registered for the University, but indicators did not grasp the content most candidates concern; Besides, given the purpose of the evaluation is not the services for university administrators to manage the University,the role of promoting colleges and universities isn't also reflected fully. 2. Evaluation objects are not comparable: the universities they have chosen are classified by different criteria, but only a set of index system was established to evaluate the different disciplines university. 3. Guiding ideology doesn't have a comprehensive consideration: the guiding ideology may include these dimensions: quantity and quality, qualitative and quantitative, total and mean, input, process and output, effectiveness and efficiency, past, present and future. The considerations that the existing evaluation index systems have are not very comprehensive. Especially on the dimensions past-present-future and effectiveness-efficiency.In view of this, a performance evaluation index system for comprehensive university is built whose purpose is to serve the university administrators, evaluation object is comprehensive universities, guiding ideology is performance technology theory.In this study, the meaning of performance is firstly defined, the main ideas of performance technology are analysed, and then the performance characteristics of comprehensive universities are studied which different from the University with single dicipline, and then under the principles of the seting of evaluation index system , the preliminary performance index based the comprehensive university characteristics is set up, which is followed by Delphi expert survey method to amend the indicators to determine the final evaluation indicators. On this basis, weights of the index are determined by AHP and index calculation is developed with relative evaluation method. Finally the sources of data and the use of evaluation results are discussed. Among them, performance theory and the performance characteristics of comprehensive university is the basis, the building of indicator system is the key.There are two innovation aspects in this study :one is the introduction of performance technology theory, so that the problems existing in university evaluation system are settled methodologically which is concerning about the input and output, ignoring process, considering the effectiveness, neglecting efficiency, attention to present, ignoring the past and future; the other is the establishment of the evaluation purpose to serve the university administrators,so that the puzzle is sovled that the existing university evaluation system failed to promote the university's development for the focusing on the candidates. In this study, research methods include literature reading, questionnaire survey and the methods of evaluation research.
