The rapid development of modern technology has led to the progress of all walks of life,and the education industry is constantly following the pace of the times,carrying out a series of revolutions and innovations.As the hope of the next generation of the motherland,the education status of primary and secondary school students has always been the focus of attention of experts,scholars and even the national leadership.Among them,teachers as an important part of the school,as the most direct group to teach primary and secondary school students,the development of teachers has attracted much attention.Since the beginning of the 20 th century,foreign scholars have paid attention to the importance of teacher evaluation and conducted a lot of research on it.Although there are many literatures on the evaluation index system of primary and secondary school teachers in China,there are still some drawbacks,such as single content of evaluation index,improper handling of evaluation method,lack of communication with teachers,and unoptimistic practical application.Therefore,in order to establish a comprehensive and effective evaluation index system that can not only improve teachers' work,but also combine evaluation with feedback,and provide scientific basis for teachers' management,this study uses literature research method,questionnaire survey method and other research methods to conduct a comprehensive evaluation of teachers under the guidance of theory,and subjective opinions and objective evaluation.Combined with setting evaluation index,a relatively reasonable evaluation index system is formed.Applying it to the process of school can not only provide methodological guidance for the development of teacher evaluation work,but also provide quantitative analysis for the construction of teacher evaluation work.The school can differentiate the training intensity,training direction and professional title evaluation of teachers by implementing the comprehensive evaluation index system,and then improve the quality of teachers' work and teaching.Firstly,based on literature research,this paper discusses the background,significance,research status at home and abroad,research ideas and relevant basic theories as the theoretical support of the research.Secondly,the paper summarizes the composition of the evaluation index system of teachers in the literature,finds out the rules,and puts forward the initial evaluation index system of 63 secondary indicators of 9 first-level indicators,referring to the latest revision opinions of the education law.The nine first-level indicators are: teachers' basic quality,teachers' achievements in scientific research,teachers' work plan,teaching attitude,teaching level,teaching process,teaching effect,administrative work and teachers' interpersonal relationship.In view of the necessity of each index of the initial evaluation index system,a questionnaire was compiled to investigate experts,school leaders and teachers in primary and secondary schools.Based on the collected data,the initial evaluation index system was revised after factor analysis.Finally,a formal evaluation index system consisting of 9 first-level indicators and 42second-level indicators was generated.Considering the importance of each evaluation index is different,a questionnaire survey is conducted among experienced teachers,school managers,education department managers and University experts to collect survey data and use analytic hierarchy process to determine the different weight values of each index.Then,the comprehensive evaluation index system of primary and secondary school teachers is applied,and the researchers randomly select teachers to let them know.In the whole process of teacher experience evaluation,through the fuzzy comprehensive evaluation of the data generated in the evaluation process,the result of teacher evaluation is formed.According to the implementation results of the evaluation index system,the improvement ideas of the evaluation index system are put forward.
