In the ages of knowledge and economy, the science and technology is developing rapidly, the international competition is gradually vigorous. In order to accelerate the speed of developing the national innovation system and hoist the capacity of international competition, China needs a great deal of high-caliber engineer. Engineering education has main responsibility of cultivating engineer. But, there are some problems in the field of engineering education, such as educational objectives is ambiguous, curriculum is old-fashioned, practice system is weak, study is out of line with industry ,etc. Those blocked the realization of developing high-caliber engineer and the sustainable development of engineering education. Therefore, engineering education must turn back the actual engineering practice. The industry-university -research combined education (IURCE) is an effective path of reforming the engineering education.Method of literature, method of cases and method of gray correlation analysis are used in this paper. The stage of IURCE at technological universities in China is analyzed. The major problems in process of IURCE at technological universities are pointed out and a new model of IURCE based on cultivation of excellent engineer at research universities is constructed by referring foreign experiences.The paper is divided into five chapters. In chapter one, the research background, the research meaning and the structure of this paper is introduced, and, the articles related with IURCE are reviewed. In chapter two, the concept, the traits and the theoretical basis of IURCE is introduced. The concept and the possessed capacities of excellent engineer are defined. In chapter three, the IURCE of foreign universities such as university of Cincinnati, university of Waterloo are discussed and their experiences are summarized. In chapter four, the stage of IURCE based on cultivation of engineer in China are analyzed and researched. In the last chapter, a new model of IURCE based on cultivation of engineer at research university is constructed and specific execute solutions are proposed.
