Analysis Of Policy Of Hunan Higher Education Internationalization

Higher education internationalization becomes an inevitable choice with the development of economy globalization, political pluralization and information technology and strengthens of cross-border, transnational and intercultural multilateral exchange, cooperation and assistance among different countries and areas. The national higher education internationalization is a guide that directs the internationalization of higher education institutions. To research from policy level helps us to get a macro-grasp on the development of higher education internationalization. China's higher education internationalization policies should be focused on interconnecting with global higher education and strengthening the communication, understanding, and absorbing foreign advanced experience of education development. Its aim is to expand the international influence, establish and improve advanced higher education system, cultivate a large number of quality international-oriented talents to serve for our socialist modernization through strengthening exchange and promoting understanding, learning and absorbing foreign advanced education development experiences and introducing high quality education resources. As one of provincial administrative regions in China, Hunan's higher education internationalization policy should be under the guide of national policies, laws, regulations and relative documents. The provincial target should be set from the reality of higher education development in Hunan province and guide and regulate the activities of higher education internationalization. The final aim is to connect with global higher education and improve the quality of Hunan higher education.The article made the related literature review according to the research background and purpose and determined the structure based on it. It is committed to the research of Hunan higher education internationalization by the use of the methods of document research and comparative studies and laying stress on combination of theory and practice. It analyzed the policies of Hunan higher education internationalization activities including study abroad policy, foreign students'education policy, foreign teachers'employ policy, Chinese-foreign cooperative education policy and Chinese language international promotion policy. After compared with the experiences of development countries in formulating and carrying out the policies if higher education internationalization activities and detailed commentated the policies of Hunan higher education internationalization, the article proposed five suggestions to improve Hunan higher education internationalization policies: (1) set up the new concept of education internationalization and international-oriented talents cultivation target; (2) improve policy and regulations and the level of management, planning talent cultivation; (3) adopt policies and measures for developing foreign students education in Hunan; (4) to improve school policies, and promote the healthy development of Chinese-foreign cooperation education; (5) to implementing the policy of Chinese language international promotion in various ways. The purpose of above suggestions is to provide reference of theory and decision for the relevant government departments to formulate and implement the policy of higher education internationalization in Hunan, and determine the relevant specifications and talents training target.
