Internationalization of higher education becomes hot topic in 1980's, after that, many countries pay more attention to this problem. Especially, in 21 century, there are some new trends in this topic. The main body of this article aims at researching the development of internationalization of higher education policies in developed countries to grasp the trend and characteristic of internationalization of higher education dynamically, analyzing USA, European Union and Asia-Pacific countries (South Korea, Japan, Australia) policies' characteristic, discussing connotation and the extension of the policies, giving some advice to make internationalization of higher education policies of our country.After 1980's, the policies of the main industrialized countries have changed greatly, from only political purpose to the synthesis of politics, economy, culture and knowledge. The approach of internationalization of higher education have changed greatly too, from only students move to students move, school move universities alliance etc. Developed countries pay more attention to international policies and regard them as strategic aims.According to the development of industrialized countries in policies of internationalization of higher education, we know that, in Globalization Times, the competition between countries embody the competition in higher education, especially in internationalization of higher education. Main developed countries consider it seriously, regard it as core aims. In our country, after opening door, the international higher education policies also have change greatly, from limited opening to opening in various ways. At present, we should emancipate the mind deeply, broaden the channel of internationalization, relax restriction, and improve beneficial result to strengthen competitiveness of higher education in the word. |
