A Study Of The Internationalization Policy Of British Higher Education

British higher education in the world have a high reputation.Britain is the first country in the world to propose a strategy of internationalization of higher education.The policy study on the internationalization of higher education in the UK can enrich the current research horizons and show the characteristics and experiences of internationalization of higher education in Britain.This study explores the internationalization policy of British higher education from the aspects of the internationalization of higher education,the participation mechanism of the policy and the development process,the main policy projects,the influencing factors of the policy and the experience.The internationalization of higher education in Britain is affected by the economic and policy environment.The development process includes the colonial expansion before World War ?,the low tide of study during the reign of Margaret Thatcher,the recovery and accelerated development of international education.And the whole development process has experienced a trough and high tide.The institutions of internationalization of higher education in the UK include government departments,non-governmental public institutions and educational enterprises,international organizations,etc.The main policy items of internationalization of higher education in the UK include the internationalization policy under the "Full study of the study fee" during Mrs.Thatcher,the first and second strategies of the Prime Minister's initiative in Blair's administration,the international education strategy proposed by the coalition government.This paper analyzes the policy background,policy content and characteristics of the policy projects in these four periods.Britain has promoted the international development of British higher education through the establishment of overseas scholarship projects,improving the quality of international education,improving international education services,promoting cross-border cooperation and exchanges.The influencing factors of UK internationalization policy include support and hindrance to both.Support factors include the impact of external globalization and the expansion of higher education and the expansion of demand,the huge economic benefits of UK education export industrialization,and the British government can promote international influence and cultural exchange through education internationalization.At the same time there are some obstacles,the British "net immigration" restrictions and "Brexit" had a negative impact on British international education.British success in international policy experience includes:1)The development of a national strategy of internationalization,establish a UK education brand;2)Policy content system clear,set up specialized agencies operation and management;3)Innovative training model,and actively open an international curriculum;4)Focus on international education quality and learning experience,and establish rich international projects.However,there are contradictions and shortcomings between national nationalism and nationalization,international education between local and pluralism,economic interests and cultural exchange,policy texts and policy implementation.The study finds that the internationalization policy of British higher education has certain reference and inspiration to our country,including:1)Establish an international education strategy,establish the image of China's education;2)Promote Chinese teaching,to promote the exchange of services to China;3)Encourage international participation of multiple subjects,to strengthen the exchange of interactive platform;4)Innovation and reform of the internationalization of higher education,so that colleges and universities can enjoy more autonomy;5)Enhance the international quality of education,establish and improve the internationalization of higher education system.
