The internationalization has became the irresistible trend of the higher education development today, and Sino-foreign cooperation in running schools as an important part and form of the internationalization of higher education plays a backbone role in the development of internationalization of higher education in China. Sino-foreign cooperation in running schools policy in China is relatively mature and systematic higher education internationalization policy. To observe and study the policy effects of Sino-foreign cooperation in running schools on internationalization of higher education is beneficial to the accumulation of experience and lessons, and promote healthy and fast improvement of the international high education in China.This research mainly divided into the following five parts:The first part is the introduction to expound the origin and significance of the problem, summarize and criticize the domestic and foreign the research status about higher education internationalization and Chinese foreign cooperation in running schools, and point out the research direction in the future.The second part reviews and analysis the policy evolution of Sino-foreign cooperation in running schools, points out that the policy experienced policy lack, the germination, introduction, legalization, the development and implement those five stages, and divide policy into four parts as guidelines, regulations, provision and measures.The third part analyzes the positive impact of Sino-foreign cooperation in running schools on the internationalization of higher education in China. And these influences lies in promoting the internationalization of higher education internationalization policies and institutions of higher education, philosophy, curriculum, students, teachers, scientific research, etc.;The fourth part analyzes the existing problems and negative influence from the policy of Sinoforeign cooperation in running, which mainly lie in the policy lag, fuzziness and ineffective implementation to hinder the development of the internationalization of higher education.Part five puts forward the policy recommendations on the Chinese international high education from the perspective of policy. First of all, bringing the "going out" cooperative education activities into the legal framework of Sino-foreign cooperative education policy, filling the policy gaps, to perfect the construction of Sino-foreign cooperative education policy system to support the development of international high education; secondly, based on the Sino-foreign cooperative education, service "The Belt and Road construction, promote the implementation of innovation driven development strategy, science and education and talent strategy to support the development of the internationalization of higher education; third, to build the internationalization of higher education policy system, make strategic planning and upper design, plan as a whole, and construct the relevant legal and policy system to promote the internationalization of higher education; finally, to clear responsibilities and rights, construct the organization and operation mechanism of the higher education internationalization, make the construction of supervision and feedback system to ensure the quality, pay close attention to the implementation of the policy, to promote the high international development of education.
