Research On Assessment And Countermeasure Of Talent Highland Construction In Chongqing

Chongqing is the only municipality in the central and western regions. It is also the national pilot region for comprehensive reforms on balancing urban and rural. In overall situation of promoting coordinated regional development and promoting the reform and opening-up, Chongqing has an important strategic position. Human resources are the primary resources of scientific development. It has a strategic significance for developing the western region of Chongqing to promote the full implementation of the "314" overall plan, and implement the spirit of the State Council Document No.3 improve urban and rural areas and the construction of the "five Chongqing" in the present and future. In the context of urban and rural development, building a talent highland which is corresponded with the actual needs of Chongqing is not only beneficial to be an important growth pole in the western region, economic center of Yangtze River regions and the municipalities which urban and rural development balancing, but also pitching in country with many talented people.This thesis has described relevant backgrounds and theory at first, analyzed the present situation in Chongqing, have proved the certainty that Chongqing builds talent highland, and the subject matter existing in talent's work at present, Summarizes the reasons and obstacles which led to the current problems of human resources in Chongqing, have set up the evaluation index system to talent's appeal of city.This is the expansion of the research which is from my mentor Professor Zeng Guoping's group in June 2009 started the strategic research of Chongqing Talent Highland, and has got unanimous favorable comment. On this basis, the Paper finally able to build Chongqing Talents index system, and has got unanimous favorable comment.
