As one of the more developed districts(counties) in economy of the Yangtze River Delta region, Yinzhou District has developed very quickly and now has entered a late middle period of industrialization. During this key period, building a highland of talents is the core competition of district to keep a healthy and sustainable economy. In the current construction requirement of “Quality New Yinzhou ”, it is an important topic for Yinzhou District to establish a regional talent pool, and to build a highland of talents, as well as to motivate talent vigor in order to to recreate sustainable development. Therefore, to study and to research the talent highland of Yinzhou District is needed and has a big value. The thesis applies literature review, comparative study, and quantitative study these three research methods to help look into the research topic, based on the former studies of the related domestic and international research, using the related reports and data on talent resources from Ningbo Yinzhou District Human Resources and Social Security Bureau over the past few years as the main resources, the thesis analyzes and discusses the current status of the talent highland of Yinzhou District, and the existing problems in building the talent highland of Ningbo Yinzhou District are stated from three perspectives: talent environment, talent policy and practice.By analyzing and discussing the base and the current status of the talent highland of Yinzhou District, as well as studying the existing problems and their causes in building the talent highland of Ningbo Yinzhou District, combining the real situation and the former experience and theories, the thesis provides a few countermeasures and suggestions for the next step of building talent highland. From the aspects of strategy, system and practice, the thesis addresses a few suggestions including setting up brand new concepts on building talent highland, scientifically making talent policies, improving the mechanism of working system, improving talent working system, assembling projects of talents, optimizing talent cultivation, creating business platform and optimizing services for talents which offers new ideas and reference in building talent highland of Ningbo Yinzhou District.
