Educational undertaking plays an important role in training talents, so great emphasis is placed on education in the world, even in China which is only a developing country. The secondary vocational education, as a necessary part of educational undertakings, is the intermediate stage of the vocational education, which provided a large number of practical talents, improved the quality of the national and supported national economic development. However work-integrated learning mode is only one among the many developing modes of the secondary vocational education. Working while studying in this mode, and with the depth of learning they made job rotation, then the students can master work processes and job skills of all posts when they graduated, all of that is very high in practical. But the secondary vocational education is late start in our country, and also very slow in development, so it shows a clear shortage both in theory construction and practice development.Therefore, firstly, the passage made a detailed description to the importance of the secondary vocational education , then analysis the development history and the development dilemma of our country's secondary vocational education, and its dilemma mainly includes: school itself,business support,teacher input and government policy and all the rest of it. Secondly, the passage made a targeted analysis to foreign success stories and found that their success has something in common: emphasized on school-enterprise cooperation, different levels of implementation of the combination of engineering to finish the teaching; while make use of the market, they also focus on the role of government to play. Thus, by summarizing foreign experience and bonding the present situation and characteristics of our country's secondary vocational education, the gap with foreign countries is so obvious to see. Lastly, the passage made thinking on the developing of our country's secondary vocational education on the base of foreign experience. Although work-integrated learning mode of secondary vocational education is not the only mode in the developing of secondary vocational education, but it has very high practical value in our country. Work-integrated learning mode could and should to be the mainstream model in the developing of our country's secondary vocational education, and in the last of the passage, we made detailed analysis on our country's work-integrated learning mode of secondary vocational education in the view of policy protection, hoping that it could be helpful to the developing of our country's secondary vocational education.
