2009 is the year when performance related salary has been known and understood as well as formulated and implemented. The status and income of teachers are concerns and hot topics of both educational circle and the whole society, as they are related not only to the vital interests of teachers but also to the future of the educational causes and the nation. The educational system holds welcoming attitudes towards the reform of performance related salary. However, due to the difficulty of practical management, disputes emerged and paces in different places differed. It worth thinking about and discussing the issue on smooth implementation of the reform of performance related salary for compulsory educations.This paper targeted on the policy of performance related salary for primary and secondary educations in Chongqing. This paper has reached a comprehensive understanding and analyzing about the influences of the reform on educational practice and participants (teachers and students), and it has gained a thorough interpretation of the significance, in terms of management and education, for the implementation of this reform in primary and secondary educations. Based on the real situation and current problems of this reform, this paper also proposed practical suggestions for improving the policy of performance related salary.Firstly, the paper made a comparative analysis of the background, contents and progress of formulating the policy of performance related salary by different administrative levels. Secondly, through questionnaires and discussions, the paper has obtained materials to make analysis and learned the real effects of the policy on policy makers, administers and teaching staff. Finally, after re-arrangement in the logical order of the contents and materials for the research, the paper proposed suggestions on policy improvement and scientific implementation.Main suggestions on policy: emphasis on the policy optimization,the school management and the teachers'level.
