The implementation of salary reform in schools of compulsoryeducation, is the specific measure to implement the compulsoryeducation law, and also the important content to deepen the reform ofincome allocation system of institutions. It is of important sense inaccordance with the law to safeguard and improve the teacher salariesof compulsory education, improve the status of teachers, and promotesound and rapid development of compulsory education. Since January1,2009, the compulsory education schools have carried out the reform onthe performance salary, which is more than three years now. The effectof Reform is apparent, but there are also questions to pay attentionto.In order to further improve and advance the implementation ofsalary reform in schools of compulsory education in Qingdao and offerthe experience for the general high school and occupational school forreference to carry out the salary reform. This paper carried outthorough investigations and studies of carrying out performance salaryreform in schools of compulsory education in Qingdao, which touchesthe present situation clearly, grasp the problems in the implementationprocess, and put forward the corresponding countermeasures andsuggestions.This paper is divided into four parts.The first part, introduced the research origin, research ideas,research methods and research significance;defining the core concepts:Performance, Performance related pay, Performance appraisal, Performance appraisal of teachers, Performance related pay of teachers,The implementation of salary reform of the stage of compulsoryeducation.The second part, introduced the basic situation of the compulsoryeducation and the performance salary reform of Qingdao, introducedsurvey design and implementations. offers a serious summary analysisfrom three points of teachers’ perception on the implementation ofperformance salary, view on the implementation of performanceappraisal, and situation of the school implementation of performancesalary by the results of questionnaire.The third part, reveals the main problems of the stage of compulsoryeducation teacher merit pay reform, and in-depth analysis of the causesof the problem. The problems mainly displays in: first, theimplementation of performance salary plan opaque, not strictly fulfillthe democratic procedures; second, the performance salary distribution,existence, equalitarianism, low proportion of partial administrativeissues; third, the standard of performance evaluation in " make itrigidly uniform ", failed to reflect the post and individual difference;fourth,the index, main body and methods of performance evaluation aretoo single,results in unfair; fifth, to bring certain negative effectto the school management and culture construction.The fourth part, according to the main problem that exists in reform,on the basis of taking the full experience of other places for reference,it puts forward the improvement of the stage of compulsory educationteacher achievement effect salary reform and countermeasure proposal.First, to implement the democratic decision-making processstrictly; Second, to improve the performance salary incentive mechanism; Third,to improve teachers’ performance evaluation system; Fourth,toconstruct the performance evaluation results of applying mechanism;the fifth is to establish the guarantee mechanism for the performancesalary reform.
