Currently, China carries out the policy of China compulsory schools’teachers performance—related pay, in order to deepen the reform of the educational personnel system, promote the development of educational undertakings. Since implement the policy, it provides a legal basis for teachers’ wages, mobilize some teachers work, however, the process of implement this policy, and affected by many factors, achieve little effect. The reason is that the education departments have failed to implement the policy. In view of this, How to access of this policy, Become an important issue to deepen this policy. This article is to assess this policy for the research objective, attempt to provide valuable lessons for improving this policy.On the theoretical study, this article defines the "performance—related pay" and "teachers’ performance—related pay","education policy evaluation","evaluate teachers’ performance—related pay" these four core concepts, then find out the standard theory for performance this policy and policy evaluation model theory. Biased on this, build an evaluate model for this study.In the empirical study, using interviews survey. I interviewed some teachers、 leader、students、parents and the staff of department of education. I discovered that there are some problems, such as policy goal of general、policy makers think about little of the negative factors、relevant departments of supervision and inspection of ineffective.In summary, under the guidance of the basic theory, proposed three suggestions for improvement this policy, including improve the content of the policy establishment of a comprehensive feedback system、increase the financial investment.
