Compulsory Education is the foundation of the elementary education for peoplein China. On the basis of The Guidance on the Implementation of Performance RelatedPay in Compulsory Education Schools examined and approved in principle by the StateCouncil on December 22nd, 2008, China should start to execute performance relatedpay in compulsory education schools around the country from January 1st, 2009. Thisrule provides macro policy support for the set-up of reasonable and scientific incentivesystems in the elementary and secondary schools and also brings an opportunity intothe expansion of the quality-oriented education. This policy plays a significant role inthe management reformation of teacher resources and the development of compulsoryeducation.Through the implementation process of this policy in city X of Hunan Province,this thesis first illustrates influences of this policy on the compulsory educationschools and then comes up with problems in the course of reformation, with theoreticalliterature and questionnaire investigation combined. Finally, through the analysis ofposition responsibilities and performance examine of three main bodies of performancerelated pay: the government, schools and teachers after the execution of this policy,this thesis evaluates the effects of performance related pay in compulsory educationand also makes a reasonable suggestion to its shortcomings.This thesis is divided into five parts.In the first chapter, the author mainly presents the elaboration of the researchbackground and meaning of this thesis, the introduction of the research approaches, thedefinition of some major concepts involved and finally the illustration of innovationsand limitations.In the second chapter, the author first makes a retrospect of teachers’salarysystem in China and then collects background, connotation and function of theimplementation of performance related pay in compulsory education schools. Finally,the author mainly discusses the general situation and the specific situation of someareas on the implementation of performance related pay in compulsory educationschools.In the third chapter, the author elaborates this policy and its influences by thestudy on performance examine of teachers’performance related pay. Throughcombining principles, purposes and functions of performance examine, the author dissects current effects and problems of performance examine on the basis of thetheory of performance examine in compulsory education period.In the fourth chapter, with real visit and questionnaire investigation, the authorillustrates the implementation of teachers’performance related pay in compulsoryeducation schools of city X in Hunan Province. The author first studies theimplementation modes and features in city X and then explores the reasons ofproblems and the influences on school management and teachers with considering theinner and outer factors of the policy implementation.In the fifth chapter, from the aspects of the government, schools and teachers, theauthor finds some limitations in the reformation of current performance related payand also come up with some reasonable suggestions for the problems of the aboveperformance examine and the policy of performance related pay itself.
