The education of Chinese citizenship at the initial period is an everlasting and complex research project and the schools take the main responsibility of it; and they are also the basic field and important method to put such theoretic education into practice; What is more, both the theoretical exploration and practical research should be more specific and systematic.This research is divided into three parts. The first part is written about the deep implication and historical background of the Chinese citizen as well as the citizen's education through the research of the western countries' citizen education history and their achievements. Besides, in the perspective of China's specific nation condition as well as its current scocial development period, with today's chinese citizens' education condition, this part considers deeply about the necessarity and possibility of the carrying out of the chinese citizen's education and discuses about the important role the school plays in it.The second part describes the present condition of the schools' education to citizens in China in the following three aspects: the main content, the basic carrier and the teaching methord. This part also deals with the existing problems, for example, the education materials are one-sided, too casual and influenced by politics; and the education carriers are still wating to be more professional and systemic; what is more, the teaching method is simple and inflexible.The third part is the main part of this research paper. With the retrospect and analyse of the citizens' education in the previous two parts as the foundation, the third part gives some strategic suggestions to improve and make the citizens' education more perfect. Such as changing the education perception, including making the western countries' citizen education more suitable in China and making the chinese traditional culture adapted to the modern socitety. Secondly, to improve and perfect the education content, to cultivate the students who have correct understanding to the citizenship and pay attention to foster the students with the ability to innovate and make practice. Thirdly, the innovation of teaching method. To introduce the thesis of value clarification and the model of habitual education; forthly, to optimize the education environment, including the improvement of the educators' self-cultivation as well as the micro and macro environment; last but not the least, to implement the education periods, to set rational education aim and to make correct and scientific evalution of the teaching method.
