Since ancient times, Taiwan is an inalienable part of China's territory. In the long history of change process, Chinese culture has been linked to the two sides of the strait with its unique charm, making it inseparable. However, because of the special historical reasons, Taiwan's social formation showed a different changes with the mainland, and compared with the ideological and moral education in mainland China,the civic education in Taiwan advocated different characteristics. This paper combed the history of school civic education development in Taiwan, based on the research status of civic education in Taiwan's,gaining experience from successful experience for decades, reflects on its existing problems, and provide reference to ideological and moral education for the mainland in transition Reform.The article is divided into six parts : The first one is the introduction,This part discusses the connotation of civic education in Taiwan, the background and significance of the study; Second, there is a longitudinal analysis of the history of the current school civic education in Taiwan by the methods of literature review; The third part is to analyze the reform and development of the civic education in Taiwan, and to explain the concrete measures of the reform with the theoretical interpretation from the relevant experts. Fourth, compared with the development of the ideological and moral education in mainland China, This paper analyzes the similarities and differences between the two aspects in the historical evolution, the teaching objectives?contents and the evaluation, so as to lay the theoretical foundation for the mainland's ability to learn from the experience of Taiwan's civic education. Fifth is to analyze the characteristics and shortcomings of Taiwan's civic education, The effective experience of the development of ideological and moral education in the basic education stage, combined with the actual situation of their own development, to Taiwan's educational reform as a warning,to avoid the same mistakes, and Taiwan's civic education reform experience to explore and promote the development of moral education in mainland China feasible Six programs, looking back at the process of reform and development of civic education in Taiwan, emphasizing the common vision of cross-strait school education, taking into account the commonality and differences in the construction of modern countries to seek a common value base.
