The Reconstruction Of Subdistrict Community's Administrative Organization In Situation Of China's City Transformation

Along with the all-round pushing forward of socialist political and economical reform, social surroundings, community structure, city management's working object, mission and method of China's building of grass-roots state power have changed greatly. The building of subdistrict community's administrative organization, as a systematical guarantee for city community's healthy and orderly development, requires guidance, pushing forward and standardization. But the current administrative organization of subdistrict community legs behind times' request. Therefore, the importance of probing into a reconstruction of subdistrict community's administrative organization and an innovation of its ruling mechanism is self-evident in situation of a speeding up of China's city transformation.With a thought stream of 'raising problems, analyzing problems, solving problems', this thesis can be divided into four parts. The first part explains some relevant theories of the reconstruction of subdistrict community's administrative organization. The second part looks back over the history of China's reconstruction of subdistrict community's administrative organization. The third part is an analysis of current situation and a practical research of reconstruction of subdistrict community's administrative organization. The fourth part is the author's conception of reconstruction of subdistrict community's administrative organization. It is the most important part of this thesis.Starting from subdistrict's characteristics of natural conditions, legal position, organizational advantage and working contents, the first part explains the reason why the author choose subdistrict as the workable level of the reconstruction of city community's administrative organization. On this basis this part explains some relevant conceptions which are important for the following study. Then mis part exposes the interactive relation between city transformation and reconstruction of subdistrict community's administrative organization.The second part divides the history of China's reconstruction of subdistrict community's administrative organization into three stages and concludes eachstage's characteristics.The third part points out problems or shortcomings of current reconstruction of subdistrict community's administrative organization. Then it chooses Shanghai, Qingdao, Nanjing and Shenyang as four representative models out of 26 National City Community Construction Experiment Zones. After comparing their different measures and concrete background, this part evaluates each model's advantages and disadvantages objectively.The last part, the most important part in this thesis, is about the author's suggestion for the reconstruction of subdistrict community's administrative organization. Here the author puts forward that it should follow four principles. They are the principles of vertical authorization, horizontal combination of lines and blocks, a combination of government's administrative conduct and social conduct, a combination of management and service. Based on these principles, we should build a structure of three administrative sub-systems, which is called the system of party and administrative leadership, the system of department execution, the system of support and supervision. They respectively play the role of working out policies, implementing policies and supervising policies. At the same time, the innovation of subdistrict community's governing should enhance three mechanisms. One is the perfection of subdistrict finance mechanism; another is the mechanism of executing according to law, the other is the mechanism of reinforcing democratic supervision.This thesis organically combines Sociology's community construction with the reform of subdistrict office system, which concerns the realms of Politics and Management.
